The victim identified as Andy Delgado, 44, was traveling westbound before being struck by a woman driving a white Ford Explorer.
Delgado was ejected from his bicycle onto the pavement as the hit-and-run motorist sped away from the scene dragging the 44-year-old man’s bicycle with her for a short while.
A witness was able to follow the woman and point authorities to the suspect who was identified as Deborah Allen, 36, of Atwater.
Allen initially denied hitting the victim but was then confirmed to have been the suspect and was arrested. She faces hit-and-run charges as well as a misdemeanor for child endangerment as she had a 3-year-old with her not strapped into a car seat.
