Program to Award Up to $2,000 to Purchase E-Bike for Low-Income Residents

CALIFORNIA — The California E-bike Incentive Project will provide up to $2,000 to income-eligible residents to reduce pollution, reduce city congestion, and provide an alternative to gas-powered vehicles.

The statewide incentive program will spend roughly $3 million to equip low-income people with these e-bicycles who might not otherwise be able to afford one.

“The biggest problem with e-bikes is accidents resulting in head injuries. A rider can suffer a Traumatic Brain Injury with or without a helmet because of these faster-moving bikes, said Attorney James Johnson, a California personal injury lawyer.

Indeed, between 2017 and 2022, the number of e-bike injuries grew from 751 to 23,493, according to the Consumer Product Safety Commission. That’s a 3,092 percent increase. There were also 233 deaths in this same period for riders of e-bikes, electric scooters, and hoverboards.

The most common injuries from these electric bicycles are fractures and contusions or abrasions and most riders injure their head, neck, upper, and lower limbs.

While there is no requirement for the applicant to buy a helmet, the vouchers can be used to pay for helmets as well as other e-bike-related accessories such as – a bike lock, racks and baskets, fenders, mirrors, reflective clothing, lights (if not equipped), assembly and delivery fees, and any sales taxes associated with these purchases.

The California Air Resources Board said in a press release that the e-bike project will prioritize equitable outcomes so that low-income residents are not left behind in the movement toward a zero-emissions future.

To qualify, applicants must be 18 years old or older, submit an online application, and their annual household income must be less than 300% of the Federal Poverty Level.

Make sure your application is approved before purchasing an e-bike. Also, there is a list of approved bicycles that can be purchased including certain Rad Power Bikes, Pedago bicycles, and Cannondale bikes.
