The collision took place about 9:58 a.m.
In an article by East Bay Times, California Highway Patrol said a Chrysler sedan was going east on Highway 4 and was about to head south on the 680 Freeway when the car reportedly overshot the southbound on-ramp and continued off the road.
The sedan plunged down a dirt embankment until it slammed into a concrete divider.
CHP affirmed the passenger of the Chrysler, 74-year-old Paula Erben, was killed upon impact. The driver of the car, a 79-year-old man, was taken to the hospital with major injuries.
The cause of the accident remains under investigation.
