As per the article, CHP said 22-year-old Edward Albert Santana was trying to pass a car when he crossed over a double yellow line on Highway 108.

Edward Santana, 22, Arrested For DUI
The Dodge Avenger spun counter-clockwise into the westbound lane where it struck a 2016 Toyota Prius. The collision occurred at about 11:50 p.m., east of Old Wards Ferry Road.
CHP affirmed that Hampton-Rauch was rushed to Adventist Health Sonora, where she died.
Meanwhile, Santana was flown to Doctors Medical Center in Modesto while his passenger, 26-year-old Winton resident Alejandro Mercado, was airlifted to Memorial Medical Center in Modesto for treatment. Both suffered major injuries upon impact.
Three occupants of the Prius were also hurt in the wreck. Santana, of Merced County, was later arrested on suspicion of felony driving under the influence and gross vehicular manslaughter while intoxicated.
