The crash took place about 5:55 a.m.
KEYT News report that the driver of an older model maroon Chevy pickup truck was the vehicle involved that struck Vargas.
Vargas was rushed to Santa Barbara Cottage Hospital with multiple broken bones and severe internal bleeding. He died later in the day.
A witness who saw the incident take place stated that the driver took a turn too quickly and likely did not see the victim as he was still in a crosswalk before hitting him.
California Highway Patrol told Noozhawk that the suspect, 66-year-old Juan Aguilar Perez, was arrested Friday and booked into Santa Barbara County Jail on suspicion of involuntary manslaughter and hit-and-run causing injuries or death, with a bail set at $50,000.
