The incident began when a 27-year-old man was driving with two children north on Vermont Avenue in the Harbor City neighborhood. At the same time, another vehicle was parked on the east curb.
For an unknown reason, the other driver pulled out and made a U-turn. The man veered to avoid collision and in the process caused his car to rollover.
