Hit-and-Run Suspects Arrested for Fatal Clairemont Mesa East Bicycle Accident

Two Suspects Surrender to Police for Fatal Crash on Balboa Avenue
SAN DIEGO, Calif. (July 3, 2025) — Kamille Agustin, 27, and Anthony Phan, 23, turned themselves in to San Diego police on Wednesday in connection with a fatal hit-and-run crash that occurred more than three months ago in Clairemont Mesa East.
According to the San Diego Police Department, the deadly collision took place around 1:20 a.m. on March 29th in the 6900 block of Balboa Avenue, near Hathaway Street. A 31-year-old man riding an electric bicycle westbound had maneuvered out of the bike lane and was attempting a left turn when he was struck by two separate vehicles—a white 2021 Dodge Charger driven by Agustin and a gray Mercedes E-53 driven by Phan.
Police say both drivers fled the scene, leaving the injured cyclist in the roadway. He was transported to a hospital, where he later died from his injuries. His identity has not been released.
Following months of investigation, Agustin and Phan, both residents of San Diego, surrendered to the SDPD Traffic Investigations Unit on Wednesday, July 3. They were booked into San Diego County Jail on suspicion of felony hit-and-run.
