An article by Press Democrat reported that Kostecka was a passenger in a two-door Chevrolet Cavalier driven by 19-year-old Rebecca Iris Guillory.
Officers said the Chevrolet skidded off winding Mountain Hawk and crashed into a sycamore tree at around 11 p.m.
The impact killed Kostecka at the scene. Responding medics found Guillory suffering in minor injuries.
Santa Rosa police arrested Guillory on suspicion of gross vehicular manslaughter while intoxicated and driving under the influence.
