Kliewer had been walking along Sylvan Avenue before being struck by a Latino man driving a Saturn just after midnight.
After hitting Kliewer, the Latino man backed his car up and ran over him again, according to at least one witness.
The 50-year-old victim who was described to live a transient lifestyle sadly did not survive and was pronounced deceased at the scene.
Several miles down the road, the hit-and-run vehicle was located as it was apparent the suspect had crashed the vehicle causing it to become disabled.
As of Monday, the hit-and-run suspect was still on the loose.
