The incident was reported at roughly 5:33 a.m. at the 3300 block of Hamner Avenue.
The Norco Sheriffs Department reported that Horton was likely struck by a vehicle near a parking lot whose driver left the scene.
Paramedics arrived and sadly pronounced Horton dead upon their arrival.
There has been no leads or information provided regarding the description of the hit-and-run suspect or the type of vehicle.
Authorities will likely attempt to pull surveillance footage from one of the nearby businesses to capture the incident.
In the meantime, the Riverside County Sheriffs- Norco division will be handling the investigation.
