It is necessary that certain precautionary measures shall be put into action by the motorists, taking into consideration the other people such as the pedestrians who are also in the roadway. A 2016 report by San Diego Union-Tribune indicated that 270 victims were killed on San Diego streets over the past 15 years, and the number is continuously rising. The increase of pedestrian accidents, whether they result in injury or death, is both alarming and distressing, as they threaten the safety of the individuals on the road. Aside from factors such as driving under the influence of alcohol or drugs, speeding and distracted driving, inadequate law enforcement on the road may also play a role in the occurrence of such incidents.
