Daly had been walking along Cabrillo Boulevard before being struck by a vehicle at roughly 4:15 a.m.
Police officials were notified by a passing motorist who noticed the victim lying on the ground as paramedics were also called to the scene.
Daly was rushed to Santa Barbara Cottage Health Hospital, where he remains in serious condition at this time.
The driver involved failed to stop and fled the scene. An article by Noozhawk identified the the suspect as 21-year-old Isaac Vincent Vega, of Montecito, who was driving a white 1999 Honda CRV west on Cabrillo when the accident occurred.
Vega was later arrested and booked into Santa Barbara County Jail on suspicion of hit-and-run causing injury, commission of a felony while released from custody, being an unlicensed driver, and providing false information to a peace officer with a bail set at $75,000.
The Santa Barbara Police Department will be handling the investigation.
